Permit Works helps Mississauga property owners prepare drawings, assess zoning considerations and move coordinated applications through the City’s ePlans intake, pre-screen and review stages.
Mississauga building permit requests are initiated online and managed through ePlans. After the request is submitted, the City provides a temporary project number and upload task for drawings and supporting documents.
The City then completes a pre-screen review for minimum submission requirements. Corrections must be resolved before fees are processed and a formal application number is created. Detailed department review follows, with reviewer decisions and applicant resubmissions handled electronically.
Permit Works prepares architectural drawings, coordinates supporting consultants and organizes files for this sequence. Where zoning needs closer examination, a qualifying project may use the City’s separate Preliminary Zoning Review process before or alongside permit preparation.
Mississauga’s Zoning By-law regulates permitted uses, setbacks, height, lot coverage, parking and the location of buildings and structures. The current consolidated text, maps, schedules, amendments and any relevant Ontario Land Tribunal decisions should be considered for the property.
For eligible residential projects, a Preliminary Zoning Review can assess site plans, floor plans and elevations against the Zoning By-law and help identify whether a minor variance may be needed. It is a separate process and is not required for every permit application.
Certain new or changed uses may instead require a Zoning Certificate of Occupancy. That certificate addresses zoning permission for the use; it does not authorize construction or replace a Building Code change-of-use approval.

Permit Works supports projects in Port Credit, Clarkson, Cooksville, Streetsville, Erin Mills, Meadowvale and other Mississauga communities. Established residential lots, high-rise or mixed-use areas and employment districts create different zoning and permit considerations.
Heritage status, conservation authority interests, grading, tree permits, site-plan approvals, use permissions and site-specific zoning can affect the required path. Commercial proposals should also confirm whether the intended use requires a Zoning Certificate of Occupancy.
Mississauga identifies additions, structural alterations, new or enlarged doors, plumbing work, many renovations and changes of use among work that can require a permit. The exact requirement depends on the scope and existing building.
Zoning, tree, grading or other approvals can apply separately. Cosmetic work should not be assumed exempt if it affects a regulated building system.
After a permit request is started, the City sends a temporary project number and upload task. The uploaded package undergoes pre-screening for minimum requirements, and corrections must be completed before the formal application is created.
Department review then checks the plans against the Building Code, Zoning By-law and other applicable law. Applicant revisions are submitted when the City makes the resubmission task available.
A PZR is available for specified project types and can compare the submitted plans with the Zoning By-law. It may help identify whether a minor variance is required before permit preparation advances.
It is not available or necessary for every proposal. The City directs other projects to the zoning review built into their applicable approval process.
